Ok, so 19 is indeed all of the remaining hostages. So, what got the Taliban to suddenly release them? Why, appeasing them of course:
Under the terms of the agreement, South Korea agreed to stick by its previous decision to withdraw its 200 non-combat troops from Afghanistan, which work mostly in an engineering and medical capacity.
In addition, Seoul will halt all Christian missionary work in Afghanistan.
Not as much appeasement as expected, but enough appeasement nonetheless. Why? Because once you negotiate with terrorists, and they see they can get something out of taking captives, they’ll do it again. And again. And Again.
Meanwhile, the Taliban still holds a German engineer and four Afghans, whom they kidnapped last month. They kidnapped another man along with them, but he allegedly died of a “heart attack”.

The South Korean government says the Taliban has agreed to release 19 South Korean hostages.
