Bob Owens has posted Scott Thomas Beauchamp’s official statements for the Army investigation. While Beauchamp never officially recanted his tall tales, he does repudiate some of the claims made in his articles. Some choice quotes:
I have never hit a dog with a Brad or even wanted to. I swerve to avoid them. I am a new driver, so I drive very carefully. I have just begun driving within the last couple of months and have not seen a dog hit within that time.

when we first arrived on location we did not find, like I said, a “mass grave” however there was a lot of trash like shoes and clothes.
…
Also, there was no “mass grave”.
Beauchamp never directly recanted his stories during the statements, but didn’t attempt to prove them accurate either. The Army’s investigation would find no significant evidence to back his accounts, and fellow soldiers refuted them. To this day there is no evidence suggesting the events Beauchamp related actually occurred.
Five months after questions were raised, The New Republic’s editor Franklin Foer issued a retraction of the stories, saying the paper would no longer stand beside them.
Bob Owens notes that neither TNR nor Foer have apologized to their critics or the military for maligning them during the investigation.
