He’s referring to Powerline choosing Norman Podhoretz’s book World War IV as the book of the year. The “small fortune” the idiot refers is actually this:

Thanks to the generosity of an anonymous benefactor, a contribution of $25,000 will be made in honor of the author to Soldiers’ Angels,

Soldier’s Angels is a charity that puts together care packages for troops, and gives them customized laptop for use in hospitals after they’re injured, amongst other invaluable services. Pohoretz isn’t making money off of Powerline’s award, as Sullivan charges.

Go figure.
