What does this mean? If Conrad — chairman of the Senate Budget Committee — gets the bill changed, the 72-hour waiting period would begin again. If he doesn’t, that could spell problems for the reconciliation “fix” most House members have been demanding.
Will he get the legislation changed and the vote be pushed back again? Will it remain the same and the chairman of the Senate Budget Committee will be pissed, leading to worried Democrats? Or will Democrats find yet another way to ignore the rules, subvert the Constitution, and make their way around having to restart the waiting period after a change?
