The state of Pennsylvania is already cash-strapped to the point where county-level family crisis services had to be cut. But Governor Ed Rendell (D) can still find $10 million to build the Arlen Specter Library. And $20 million to build an American Revolution Center in Philadelphia. And $30 million for a a biologics manufacturing facility in Pittsburgh.
The expenditures are part of $600 million the state will borrow to fund pet projects. More than half of the projects are being hand-picked by Rendell. Because there’s no time for wasting money like the depths of a budget crisis.
