Senate Defeats “Don’t Ask, Don’t Tell” Repeal — Again

It fell 57-40. Sixty votes are needed to invoke cloture, so it was three votes short.

Among the “no” votes: Brown of Massachusetts, Kirk of Illinois, Manchin of West Virginia, Snowe of Maine, and Murkowksi of Alaska. So it looks like Democrats managed to draw over Susan Collins of Maine, who broke the “no legislation until tax cut extensions and budget” pledge, while Republicans managed to draw over the newly-elected Manchin.

Reid screwed himself over on this one. The squish Republicans really only wanted Republicans to be able to choose which amendments they could propose to the bill. Reid wanted to be able to control which Republican amendments could be proposed. Instead of coming to a deal, Reid said “screw them” and went forward with the vote.

Is repeal dead this year? Not necessarily. Reid may decide to bow to Republican squishes and allow the amendments, or the Republican squishes may buckle like Susan Collins did today. Either development would likely result in passage.
